How do you even answer these questions from the Google Playstore to register an app?

I’m a developer working as a contractor for a company. I’m finding it confusing on how I should answer these questions? Has Google just become weirldy strict on their Android App Review process?

The other company hired my company to make an Android App for them. They’re not super technical, so I did everything tech, including making the Google Play Developer Account.
They own the app, but my company just works on it.

It says to give “Developer/Business name”. Well does it want the name of my company? Or does it want the company name of the people who own the app, and are hiring me?

“Did someone register this developer account on your behalf?” Okay well, what does it want. Is it asking if I, the developer, registered this account on the behalf of another company (This is what I did).

Or is it asking if someone else, registered it on my behalf, the developer.

This is a developer account. I’m the developer. No one made it on my behalf.
But it’s not my account.

This account is owned by the company that’s hiring my company. I made the developer account on their behalf.
