Crystal: IRC channel moved to Libera Chat

A new Crystal blog post/announcement has been posted!

Due to the recent changes on management in the Freenode network and the subsequent migration of the majority of active users to Libera Chat, we have moved our IRC presence there, too.

#crystal-lang on Libera Chat will be our primary IRC presence from now on. The bridge to our Gitter room has moved there, too.
